Info or solution required

I've made a table test set-up, to test , configurate apim's, test acm's etc.
Recently, I've added an IPC to it, It's been recognized by ucds in update wizard, but with a red cross, meaning that something's wrong.
I get the message:
NRC: Conditions Not Correct (0x22) ...
What does it mean?
Have to say that the IPC is just lighting up, but stays black, gauges and everything do not appear..
PLease can someone lead me the right way?
